The Partners
Paula C. Neeley, CPPM, is a strategic operations leader, project management professional, and co-founder of Hesketh Roxdale. Known for translating complex organizational goals into clear, actionable systems, she brings deep expertise in business process development, cross-functional leadership, and stakeholder engagement to every endeavor.
Her career spans public service, nonprofit operations, and mission-driven administrative leadership. She built the infrastructure for the distribution of multi-million-dollar grants, redesigned legal and administrative workflows, directed large-scale office transitions, and guided technology migrations that strengthened collaboration and governance.
Paula's academic foundation is as interdisciplinary as the mission she leads. She holds a BA from Indiana University Bloomington — spanning Anthropology, Linguistics, Theatre, and Cross-Cultural Communication — through which she investigated how human groups use the fine arts as a vehicle for passing on intergenerational values. That foundational inquiry into culture, meaning, and human systems informs everything she builds. She subsequently earned multiple professional certifications, followed by an MA in Trauma Science, Project Management, and Workplace Wellness — a degree that reflects her integrated approach to people, process, and organizational health. A U.S. Army National Guard veteran honorably discharged at the E4 level, she brings discipline, adaptability, and unwavering integrity to her work.
In her community, Paula facilitates trauma-informed workshops, is an invited speaker at annual conferences, contributes to crisis intervention initiatives, and participates in leadership development organizations. She is committed to designing equitable, efficient systems that empower organizations — and communities — to achieve meaningful, sustainable impact.
Lawrence Telpher-Randolph is a Managing Partner and co-founder of Hesketh Roxdale, bringing over two decades of international experience spanning maritime logistics, energy law, and cross-border commerce. He holds a Master of Laws (LLM) in Energy, Petroleum, and Mineral Law & Policy from Penn State Dickinson Law, a Juris Doctor and Bachelor of Laws from Mackenzie University College of Law in Rio de Janeiro, and is a member of the Brazilian Bar (OAB).
His legal career includes roles as Legal Advisor and Partner at Northrop Lloyds, LLC in Brazil, where he drafted and reviewed contracts and international agreements, advised clients on federal and corporate law, and resolved complex disputes through negotiation and arbitration. He also served as Trainee Solicitor and Counsel at Brazil's Office of the Attorney General (AGU) and completed his legal internship at the Rio de Janeiro High Court.
Lawrence's operational expertise runs equally deep. As a marine radio systems technology officer and interpreter, he handled radar communications in Brazil's Macaé and Pre-Salt Offshore Oil and Gas sector. As a Logistics Coordinator serving Hornbeck Offshore Services and Seabulk International, he coordinated personnel, maritime work crews, and compliance operations between Petrobrás, state contractors, and international service providers. He holds advanced maritime certifications including GMDSS and CBSP/HUET.
Fluent in Portuguese, French, and Spanish, Lawrence brings rare multilingual and cross-cultural fluency to HKRX's international trade and logistics work. His early pro bono advocacy on behalf of underprivileged youth in Rio de Janeiro with EducAfro-Rio reflects a lifelong commitment to access, equity, and community — values that are foundational to Hesketh Roxdale's mission.

Historically, commerce has been one of humankind's most powerful tools for mutual enrichment. We, therefore, honor that tradition by ensuring that the communities most often excluded from global trade are among its primary beneficiaries.
Through our Economic Development Fund, we source and partner for the purpose of investment in small-scale, privately-owned businesses. We prioritize women entrepreneurs and founders in underserved communities who are looking to start or expand a business.
Economic empowerment is not charity — it is the mechanism by which communities break the bonds of poverty and build lasting freedom. Every investment we make is a vote for that future.
We design and deliver programs, events, consulting, and services that promote cultural understanding, share research, and advance educational initiatives, with a focus on the Global South and intercultural landscapes too often overlooked by mainstream institutions.
